The Manager of Human Resources is responsible for overseeing all aspects of the Human Resources and Safety Department practices and processes while fostering a safety-focused, inclusive, and high-performing workplace culture. This position provides strategic and operational leadership in benefits administration, compensation, wellness, safety and regulatory compliance, performance management and employee development, employee relations, workforce planning and talent acquisition, and facilities administration. The Manager of Human Resources works closely with the CEO, department leaders, employees, vendors, and external partners to ensure the Cooperative's people, safety, and organizational objectives are achieved
Benefits Administration and Compensation
- Serve as the primary Benefits Administrator for the Cooperative by overseeing all employee benefit programs, including health, dental, vision, disability, workers’ compensation, life insurance, retirement plans, supplemental insurance programs, and wellness initiatives.
- Serve as the primary point of contact for beneficiaries in the event of an employee’s or director’s death, providing guidance regarding benefit processing, life insurance claims, and available support resources with professionalism, sensitivity, and discretion.
- Manage relationships with supplemental insurance providers and local health and fitness organizations.
- Collaborate with the CEO to develop and maintain a competitive and equitable compensation structure.
- Maintain the job classification system in accordance with the National Rural Electric Cooperative Association (NRECA) classification guidelines.
- Oversee retiree benefits administration, ensuring accurate recordkeeping, compliance with plan provisions, and effective communication regarding health coverage, retirement plans, and other post-employment benefits.
- Develop and manage the Human Resources Department budget and annual work plan.
- Oversee the Cooperative’s wellness program, including implementation of NRECA wellness initiatives that support employee health and well-being while aligning with organizational goals and values.
- Monitor participation levels, gather employee feedback, and evaluate program effectiveness using data-driven measures.
- Ensure wellness program funds are administered accurately and responsibly.
- Ensure compliance with HIPAA and all applicable privacy regulations.
- Collaborate with the Safety Coordinator to ensure compliance with all workplace safety standards, policies, and regulatory requirements.
- Review safety reports and assist in implementing corrective actions when necessary.
- Oversee the maintenance of records related to workplace injuries, accidents, safety training, and regulatory compliance.
- Ensure the Safety Coordinator follows appropriate procedures and recordkeeping requirements.
- Oversee the Cooperative’s performance management system to ensure alignment with organizational goals and employee development objectives.
- Coordinate the bi-annual All Employee Training Day focused on Cooperative operations, power distribution, Cooperative policies, employee development, and team building.
- Support leadership development, succession planning, career growth initiatives, and employee training programs.
- Oversee monthly safety training meetings and professional development opportunities.
- Serve as the primary point of contact for Equal Employment Opportunity Commission (EEOC) claims.
- Work collaboratively with labor counsel by preparing documentation, conducting internal investigations, and ensuring compliance with federal, state, and local employment laws.
- Promote a respectful, inclusive, and equal opportunity workplace through employee-focused programs and initiatives.
- Manage employee relations by addressing concerns fairly, consistently applying policies, and fostering a positive work environment.
- Ensure employee records are maintained accurately, confidentially, and in compliance with legal requirements.
- Lead talent acquisition efforts by developing recruitment strategies, managing full-cycle hiring processes, and partnering with department leaders to attract, select, and retain top talent.
- Oversee the design and delivery of new employee orientation and onboarding programs to ensure a positive employee experience and successful integration into the Cooperative.
- Collaborate with department leaders to define job responsibilities, qualifications, and workforce needs.
- Develop and maintain partnerships with local schools, colleges, and vocational programs to support workforce development initiatives.
- Coordinate internship, apprenticeship, Learners Today and Leaders Tomorrow, and other talent pipeline programs.
- Work with department leaders to establish career pathways and succession planning strategies.
- Oversee the administration and maintenance of Cooperative facilities, buildings, and grounds to ensure a safe, clean, and efficient work environment.
- Collaborate with the Safety Coordinator regarding facility maintenance, vendor management, capital improvements, and grounds operations.
- Ensure building and grounds operations support organizational productivity, safety, and compliance standards.
- Perform all other job-related duties as assigned by the Chief Executive Officer (CEO).
Education & Experience
· Bachelor’s Degree in Human Resources or a related field from an accredited four-year college or university required.
· Minimum of ten (10) years of progressively responsible Human Resources experience, preferably within the utility industry.
· Minimum of five (5) years of leadership experience with demonstrated success managing and developing teams.
· Professional certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR is highly desirable.
Skills & Abilities
· Strong knowledge of human resources practices, employment law, benefits administration, compensation, employee relations, and talent management.
· Excellent organizational, time management, and project management skills.
· Outstanding verbal, written, and interpersonal communication abilities.
· Ability to effectively present information to executive leadership, employees, public groups, and the Board of Directors.
· Ability to maintain confidentiality and exercise sound judgment in sensitive situations.
· Proficiency with Microsoft Office applications, Google Workspace, and other office technologies.
· Strong analytical, problem-solving, and decision-making capabilities.
· Ability to travel for conferences, training programs, seminars, and industry meetings
· Must possess and maintain a valid Georgia driver’s license.
