Compensation: $85,000 to $105,000 based on experience

Position Overview
The Liberty County Development Authority (LCDA) is seeking an experienced and strategic leader to serve as Director of Assets, Infrastructure & Capital Projects. This role is responsible for managing LCDA’s industrial assets, infrastructure systems, and capital improvement program to support business recruitment, retention, and expansion.

The Director serves as the primary point of accountability for building, site, and infrastructure performance across LCDA properties. This position ensures assets are maintained, development-ready, and aligned with the Link Liberty Strategic Plan. The Director leads capital project delivery, contractor performance, and long-term asset planning to ensure projects are completed on time and within budget. The Director also performs other duties as assigned in support of capital project execution, construction oversight, and the maintenance of LCDA’s physical assets and infrastructure systems.

Key Responsibilities

Asset Management & Operations
• Serve as the primary point of contact for all LCDA-owned buildings, sites, and infrastructure systems
• Oversee maintenance and lifecycle planning for industrial parks, utilities, and grounds
• Establish asset management standards and preventative maintenance programs
• Maintain asset inventory and condition assessments

Building & Lease Management
• Oversee four (4) LCDA-owned buildings and associated leases
• Administer tenant leases, renewals, and compliance
• Coordinate maintenance, repairs, and capital improvements

Capital Project Delivery
• Plan, prioritize, and deliver capital improvement projects
• Manage project lifecycle including design, procurement, construction, and closeout
• Oversee infrastructure projects including utilities, roads, and site development

Construction & Development Oversight
• Oversee site development and vertical construction projects
• Coordinate with engineers, contractors, and regulatory agencies
• Ensure compliance with permitting, environmental, and safety standards

Contractor & Vendor Management
• Manage service contracts (landscaping, forestry, infrastructure maintenance)
• Develop scopes of work and oversee procurement processes
• Monitor contractor performance and cost efficiency

AOM Coordination
• Serve as LCDA’s primary liaison with Associated Operators & Managers, LLC (AOM)
• Ensure projects, repairs, and maintenance activities remain on schedule
• Track progress on infrastructure and system improvements, including water, wastewater, and facility upgrades
• Identify risks, enforce accountability, and report status to leadership

Fleet & Equipment Management
• Oversee LCDA vehicle and equipment usage and maintenance
• Manage lifecycle planning and replacement strategy

Strategic Planning & Reporting
• Align capital and asset planning with the Link Liberty Strategic Plan
• Develop capital improvement plans (CIP)
• Prepare reports, budget information, and recommendations for leadership and board
• Track performance metrics including cost, schedule, and asset condition

Qualifications
• Bachelor’s degree in engineering, construction management, public administration, or related field (or equivalent experience)
• At least 7 years of experience in capital projects, infrastructure, or asset management
• Experience managing consultants, contractors, and infrastructure programs
• Strong organizational, communication, and problem-solving skills
• Valid driver’s license

Preferred Qualifications
• PE, CCM, or PMP certification
• Experience in economic development or industrial site development
• Experience with water, wastewater, or utility systems
